Phi Eta Sigma National Honor Society has a Constitution and Laws as its governing document. This document directs the operations and policies of the honor society and is reviewed annually by the Executive Committee and biennially by the National Convention.

Dr. Thomas Arkle Clark, dean of men, along with fellow deans founded the first chapter of Phi Eta Sigma at the University of Illinois on March 22, 1923.
